1. Apologies for Absence
Apologies were received from Cllrs B Garlick (Chairman), C Block and Mrs K Grayhurst.
2. Declaration of Interest
Cllrs Miss A Moloney and D Keeley are Borough Councillors on the Area 3 Planning Committee.
3. Matters arising from the Minutes of the meeting of the 10 September 2007
3.1 Item 3.2 – Cllr Atkins has spoken to the County Council Footpaths and Cycle ways Officer regarding Holborough Park and the Section 106 agreement. There is no money available for footpaths/ cycle ways specifically for Holborough.
3.2 There should be an Item 3.3 – Cllr Grayhurst’s apologies. This will be amended.
4. Open Forum
Mr. Jarman of Stevens Close has received a call from the police with regard to parking where he lives. He is yet to receive a call from TMBC. Cllr Miss Moloney and the Clerk will follow this up.

5.1 Decisions received
A number of decision notices had been received and are in the office for perusal.
5.2 Applications for consideration
5.2.1 TM/07/01104 – Barn adjacent to Cox’s Cottages Paddlesworth Rd - Investigation report – Noted – Cllr Atkins has asked for a copy to go on the file for the extension at Potyns as there is some useful information that may assist the Council in the future.
5.2.2 TM/07/01856 - Land Rear of 169–171 Malling Rd – Revised plans showing boundary treatment, gates & highway revisions – No objection
5.2.3 TM/07/02852 – Church of St Thomas of Canterbury , 28 Holborough Rd - Submission of justification for demolition of Church building etc – No objection
5.2.4 TM/07/02859 – Church of St Thomas of Canterbury, Holborough Road - Conservation area consent: ( As Above) – No objection
5.2.5 TM/07/03046 – Barn Adjacent to Cox’s Cottages – Additional details of clay roof tiles – No objection
5.2.6 TM/07/03188 - 7 Charles Close – Revised drawings showing increased garage depth – No objection
5.2.7 TM/07/03372– Central Garage Rocfort Rd - Change of use of land etc – No comment
5.2.8 TM/07/03457 – Plot 1 93 Holborough Rd – Details of Landscaping etc – Find plans difficult to interpret. The Council doubt whether the applicant controls the whole of the land – This is a thoroughly undesirable backland development. The means of access to site is wholly unsuited to development proposed.
6. EDF Energy Wayleave, Sloughfields Allotments – Sign Wayleave
The Chairman signed the Wayleave, witnessed by the Clerk.
7. Environment Agency River Basin Planning Newsletter
This is in the Office for perusal.
8. Mineral Plan Review
No update.
9. Snodland Riverside Project
Cllr Brown will liaise with Dr Ashbee to arrange a meeting.
10. Surplus Land at Catts Alley
No update.
11. Correspondence
11.1 A letter has been received regarding the finger post at Edgeler Court . It will say ‘Public Footpath’.
11.2 A request has been received from 22 Oxford Street to reduce the cost of the Deed of Grant of Right of Way as they have to raise the level of their garden for this to be of use to them. The Council is unable to agree to this as it has to follow the advice of the District Valuer.
12. Any other Items which the Chairman has decided are urgent owing to special circumstances
